Albania appoints world’s first AI minister

Tirana – Albania has become the first country in the world to elevate artificial intelligence (AI) to ministerial rank. The virtual minister, named Diella, which means “sun” in Albanian, was introduced by Prime Minister Edi Rama on Thursday. Her main task: to make public procurement transparent and free of corruption.

A step against corruption

Prime Minister Rama, who was re-elected in May, explained that Diella will be responsible for awarding public contracts in the future. The goal is to make Albania, a candidate country for EU membership, “free of corruption.” “Diella is the first member of the government who is not physically present, but was created virtually by artificial intelligence,” said Rama. This should make decisions “100 percent corruption-free” and “perfectly transparent.”

Support for citizens since January

Diella has been helping citizens navigate government and public services since January. She was designed as a virtual character in traditional Albanian dress and will now gradually begin making decisions independently. She will play a central role in the future, particularly in the awarding of public contracts.

Focus on transparency and efficiency

According to Rama, Diella will ensure that every step of the procurement process is traceable. “This is about taxpayers’ money,” emphasized the prime minister. With this measure, Albania not only wants to combat corruption, but also set an example for innovation and progress.

International attention

The introduction of Diella has caused an international stir. Albania is thus positioning itself as a pioneer in the use of artificial intelligence in government work. It remains to be seen whether the model will catch on. However, the Albanian government sees Diella as an important step toward transparency and modernization.
