Berisha: “Unconstitutional decree by Rama and Begaj”

The chairman of the Democratic Party (PD), Sali Berisha, sharply criticized President Bajram Begaj over the presidential decree issued the previous day. The decree not only confirmed the prime minister but also, for the first time, appointed a Virtual Minister of Artificial Intelligence. According to Berisha, this step represents not only a clear violation of the constitution but also an “insult to intelligence.”

Berisha described it as a “serious breach of the letter and spirit of the constitution, of the rule of law, and of its institutions.”

An unprecedented case

“In a unique case in world history – or rather in world comedy – President Begaj, at the proposal of Edi Rama, has appointed a virtual minister to the cabinet,” Berisha declared. Specifically, this refers to Diella Rama, a virtual figure placed under the authority of the prime minister.

According to Berisha, this sets a dangerous precedent: “In no other country in the world has a virtual character been declared a minister.”

Media reactions and political sharpness

While many media outlets presented the news as a sensation, Berisha warned of its seriousness:

“This is not just a ridiculous incident, but a grave violation of the rule of law.”

The virtual minister appears in an official presidential decree – the same document that appoints the prime minister. For Berisha, this represents nothing less than an attempt “to continue past thefts with new means – this time with Diella Rama, the invisible thief, now officially appointed by presidential decree.”
